[single old cat] claim unpaid

Sorry, I can't input chinese on this computer.

My company delayed employees' paycheck and the company's attitude has been really mean and bad. I decide to claim unpaid wages to the department of labor.

But I noticed in the claim form, there is one sentence
"Section 190.7 of the xxx State Labor Law excludes from wage payment coverage those persons in an administrative, executive or
professional capacity whose earnings exceed $900 gross per week". As an engineer, my salary is higher than that. Does it mean I can't get help?

In addition, how long the claim may take? how practical to do the claim? I want to fight back with my bad boss, but I have to make a living and I don't have much energy for the claim.
