请教老猫先生 – 非常对不起打搅您 。。。

我一年前在美国离婚，我在美国一边工作，一边照顾俩个幼龄孩子。

我的前夫在中国工作（海归），他在中国生意非常成功（是他提出离婚的），他是美国公民，而且拥有加拿大绿卡。

他常常少寄或不寄孩子们的扶养费。我该如何处里？

他如果放弃美国公民，我该如何处里？
