You should contact state attorney general's office immediately to complain about the overcharging from the rental car company.

Secondly, prepare to hire a lawyer to sue the rental car company in your state, arguing that the rental car over-charging customers like you. They have violated your privacy using GPS tracking. When they asked you to sign the paper, it was buried with others to be signed together, and you think they were intentionally trying to confuse you. Your language problem also made you misunderstand / misinterpret the intention of the paper ... If you had known you would be charged going out-of-state, you would never have signed ... blah, blah ...
