Traffic court

I was fined for $180 for speeding after the court plea.
This time was strange cause there was no prosecutor, only Judge, officer and I. Last time on the court there were Judge, officer, prosecutor and I.
This time Judge served as both prosecutor and Judge. I think this was abnormal and injustice.Because Judge should be in the balanced position.
It was injustice, but was it lawful???
