Thank about the conversation between you and the 1st company carefully. If you absolutely sure that you only inqured the price, but didn't give the permission to let them connect, then you should not pay, but argue about it. Sometime becuase of the language, we can easily give them wrong imppression about what we want. Also, the big comapnies usually have records about the conversation between the them and their customs. Why should we pay something we did not ask?
