for such case you are the only witness for yourself. the cop is the only witness for the DA. If in the court you just say you did stop and the cop says you did not stop, usually you will lose the case, because the cop is supposed to be trained on making judgment on whether a car is fully stopped, and he has years of experience on that so his words are stronger.

You have to have some other evidence to beat him.
