请问STP, 收到1099 (nonemployee compensation) 需付给city business tax?

City San Jose, CA :

If you recieved 1099 form, in which a Schedule C, profit or Loss from Business was filed with your state Income Tax, you may be required to obtain a Business Tax Certificate as Well.
