Child Status Protection Act will prevent your children from aging-out

从什么时间Child Status Protection Act 开始有效( from the day of I-140 approval or I-485 approval) ？这个法的适用有效期 ( how many years from that day) ？过了有效期 才开始给国内的孩子办移民 Child Status Protection 就不起作用来吗？

比方 我已经拿到绿卡已快2年，才开始给国内快成年的“小孩”办绿卡，
Child Status Protection Act 还有效妈？

不知我问的是否明白。
