You can call CITI again and tell them the talk to Paypal was unsuccessful (that Paypal made the charge without you permission and refused to refund you).

They will probably give you a conditional refund and send you an affidavit. You sign it in front of a notary public and send it back.

CITI will then most likely open a case and ask Paypal to bring evidences that the charge was authorized by you (which means the burden of proof is on them). If Paypal can't bring such an evidence in given days (60?), the refund becomes permanent. If they brings the evidence, you still have chance to rebut. But then CITI will make a final decision. After that if you are still not satisfied, you can go with the legal course.

Filing a police report now is a good idea too.

IMHO, Paypal has a much weaker dispute mechanism than credit card banks. Avoid using them if you can.
