1. File a police report.
2. Dispute paypal's decision with police report.
3. If does not work, file small claim court case against paypal.
4. Same time keep talking to the credit card company. They should refund you the money. Make sure you know the transaction is A)Presented Card B) Nor Presented Card C) Online purchase.



I had similar situation with paypal. they are very helpful.
