Question about I94

My Dad come back to China last month, but his I-94 card still stapled on his passport.
Is this a problem for him? I am wondering next time when he want come to US to visit us how came the VO know him come back to China on time?
Is somebody have the same situation? Or it is necessay to hand in I-94 on the airport or air plane?
