Help and advice needed!!!

Here is my story. A few weeks ago, I got an electrician to install a ceiling fan. I found the fan didn’t work as it should be after I paid him and he left. I called him. He said he would drop by to fix next Wednesday, but he didn’t show up, and I contacted him again, he said he would do it on Thursday, and again, he failed to come, again, he said Monday and didn’t show up. I haven’t gotten hold of him ever since. It seems he tried to hide from me. I paid him via a check and the check was cashed.

I am very frustrated with the situation. Here is what I plan to do:

1. I am going to send him a certified letter, asking him to fix the problem within a certain period of time, for example, two weeks.
2. If he is still uncooperative, I will hire a licensed electrician and get the problem fixed and send the letter asking him to reimburse all the costs.
3. If he refuses, I will file a compliant at small claim court requesting for compensation.

Have you ever had the similar experience? If you were me, would you do something different to handle this problem? How likely do you think I will win in the small court? All the comments and advices are very much appreciated.
