车被拖该怎么办?

请问各位大侠.朋友的车停在学校附近的一条街上(此路允许停车),因他出去了7天,结果车被拖走了.警察说他的车是abandoned car.现要要回此车需交给拖车公司$450.请问有什么办法申诉吗?
