房东不肯退还security depost 和其他费用， 怎么办？

两个月前，我申请入住一处apartment， 在申请的时候交了$435（management office suggested）， 其中包括 $35 application fee, $250 security deposit, 和 $150 adm fee. 后两项是可以退还的。

后来，我的申请没有go through。 当我要求退回除了application fee之外的$400的时候， 遭到了management office的回避。他们态度很差，有时说他们会处理，有时说他们的corperate office 已经在处理，有时说我不懂英文，有时干脆接电话以后就挂掉。昨天我才知道他们连在系统里去申请返还也没有做。 All they did was deposit the check, and forget about everything else.

第一次租apartment， 觉得很无助。不知道有什么机构能协助我把钱要回来。老猫和各位朋友， 请帮帮我, 给我一些建议好吗？
