HOA's regulation is based on CC&R, and it is law of the community. Ultimate purpose is to maintain the order of the community and uphold the property value.

CC&R is very very dry reading material. If you think constitution is dry, try this one. Several years ago, state legislator tried to change the law mandate that CC&R has to be written in plain English, but I have not heard anything after.

President of the Association is voted among owners. Most of them are just somebody needs power. Once they are the boss they will abuse the power and interpret the law to extreme. If the president is a nice and fair person, actually the community can be very enjoyable.

There are couple of community presidents are attorneys, and those communities are tight but very smoothly operated.
