residency question

I am a graduate student working on CPT in houston. My university is in another state. Texas requires new resident to get a Texas issued driver licence within 30 days. I called the office and was told that if my I-20 is from another state university, I am not qualified for a Texas licence. So I was wondering if I am still considered as a resident of the state where I go to school and no need to get a new licence.

Get confused and will be very appreciating your help.
