请教：去NJ吃了罚单，可以dispute吗？

前两周去NJ，走错了路，慌乱中开进了收费公路，没有注意走了E-ZPASS only的lane,当时没法交费（绝对不是故意逃避收费，以前没有开过收费公路）。其实收费才25 cents.今天收到$25.25的罚单。

罚单上说：you have the right to dispute the total amount due.
但又说：unacceptable reasons for an inadvertent toll violation: entering a dedicated E-ZPASS lane with a vehicle that is not equipped with an E-ZPASS.

请教这种情况我们是缴了罚款好，还是dispute好？多谢！
