Which law in China said that real estate appraisal MUST be done by publicly recognized AGENCY? Which Chapter and Which Section?

If the seller and the buyer have an agreement, both parties are willing to accept, no dispute, they trade in CASH. Mind whose business? Which law in China bans this kind of trade?
