车祸后调查员问的问题让我费解.

我遇到了一次车祸, 应该是我的错. 我在stop sign前向后倒车想make U-turn, 撞了我临居的车,(没看到她) 损坏不太大,约$1600-1800. 我已准备认错赔赏, 也算帮我临居一个忙, 我想尽量配合她, 让她拿到赔赏算了.可是今天我向我的Insurance company claim, 却觉得问题似乎不那么简单.
调查员问我: 你倒车时, 她的engine 是on or off?
我: 我不能回答, 因为我根本没看见她 . 我是撞了她才从镜子里看到她的, 我如何能知道她的Engine is on or off.
调: 你再想想看, 有没有别的人在旁可以看到这一点?
我: 没有, 我的回答还是"不知道", 这是事实.但从道理上推论, 该是"On", 大家等着出去么.
调: 想到了可以再向我纠正.

我回来后想不出他为什么要盯住问这个问题? 他是不是想证明, 后面的车在我倒的时侯, 也在向前运动, 这样的话, 就变成了双方的责任? 可是我认为要是那样的话, 双方会有一定的距离,不会很近, 冲撞也就不存在了.

想不出为什么?
