Can previous manager write employee up?

One of my friend is written up today by her previous manager. Effective 05/01/08, she is transfered to another division & reports to another manager who is in charge of that division. I told her do not sign on the written warning since her previous manager does not have right to do it anymore, today is 05/08.

Am I right? Anyone know?
