替朋友紧急询问及求助!

朋友在Freeway上开车，前面的车突然刹车（它是因为它前面的车突然刹车而刹车），朋友也紧急刹了车，但还是撞上了（不是撞的很厉害，因为朋友的车前Pump没损坏），奇怪地是前面被撞的车并没有停下来，而是加速向前开，从前面不远的一个出口出了Freeway（撞车的地方离一个出口很近）。朋友愣了一下，没有跟出去，而是继续在FREEWAY向前开，回家后查看了车，看不出来有损坏。
基于这种情况，朋友该怎么办？算不算Hit and Run？跟在朋友车后面的其他车会不会Report？

PS：朋友没有看清楚这辆车有没有撞到它前面的车它，只看到它刹的很急，冒起一股烟。它前面的车也没停。
