老猫及各位大侠们: 紧急求助

I'm living in NJ, US. I want to buy a BMW X5 4.8i car and directly ship to China for my brother without paying any sale tax here. Somebody told me that it's not allowed to ship a new BMW car to China, but ship used BMW car is OK. Some other people told me that I can't ship any BMW car to China, no matter new or used. Is that true?
