He is wrong for driving without a plate. Even it is a new car, he should have the temporary plate displayed. And he ran aways after he hit you at the bigning. That's too wrong. Tell police all these.
Or, if he want to settle something with you, tell him that the only way to do it is --you pick a body shop where you want your car to be repaired, and he write your check immediately once it is quoted. He got go to bank with you to deposite it in case he got no money in his account.
