请教高手，该谁来付账单？

撞车发生在二月，我停车在交叉路口，因已亮红灯。后车未及时刹车，将我车撞至交叉路口中央。经警察裁决，责任在后车。后查证后车无保险。当时我被送进医院留观，幸好没什么大碍。现收到医院帐单，数额还不小，现请教高手，该谁来付账单？如何办理？谢谢！
