急问!关于报税!!!

请叫一下:
1. 联邦和州税表格哪里下载啊? IR-40 NR for State taxes, and IT-40 PNR for federal taxes, right?
2. 我基本没有什么收入(less than $3,000),并且没有withholding,今年对每个纳税人的几百美金退税我有份么? 是一定有withhold的纳税人才有这个退税,还是凡是纳税人都有份啊?不管你去年交税了没有?
