What kind of county ordinance did he violate? Can you give us more details? Civil cases are not a problem for immigration purposes. Criminal misdeanors seldom matter either. Only felonies stay with you as part of your record and may pose a barrier for getting jobs and adjustment of status. Tell your brother not to worry too much.
