前夫阻挠孩子回国过暑假

大儿子护照过期，离婚书上有写需要前夫的书面许可才可回国。前段时间他说没问题，反正他住别州，几个月也不看孩子。 最近因好几个月他没付抚养费，我去申请政府enforce. 他现在要我撤销，意思是否则不让孩子回国。 请问谁有好的建议吗？ 多谢了。
