There is one of the grey areas no clear cut lines. Techinally, H-4 visa holder is not authorized to work, but H-4 visa holder can own a company. Most people in food business incorporates a company to operate the business because of the liabilities involved. Therefore, if you use your spouse's name to register the company and operates the restuarant as a owner, not an employee, you can run the restaurant business.
