请教单身老猫,LAYOFF PACKAGE 问题,URGENT

I got layoff in PA.

The package the company gave said that:

Two weeks severance pay that includes payment for four days of earned unused vacation pay totally 2488.78 less requesd withholding;

Actually, 2488.78 was my two week's salary. In other word, the company didn't pay me for the earned unused vacation day.

I want to consult you if the company is legel not to pay me the earned unused vacation days.
