Here is their precise definition:

"You are fired." means that your employment is terminated because of your performance, but the position is still there and the company will hire a new employee to fill the position.

GE always fire the bottom 5% performers every year. Firing them does not mean these employees violate any laws or company policies.

"You are laid off." means that your employment is terminated because the company has decided that the position you are in is trimmed, or say, is cut.

Usually laying-off employees indicates the company is not doing well or is to reconstruct its business.
