求教單身老貓, APPEAL&TICKET

周末早上在十字路口发生了车祸,我是第一辆车,准备右转.因为Traffic Light IS RED 我第一次STOPPED before the line, and then I moved a little bit forward. At that time, I saw a traffic car starting to make left turn, then I STOPPED again at second time. A Ford truck hit my rear end from behind me, and I was sent to ED, 3 hours later, a policeman came to ED and gave me a ticket for improper stop car on Hw (with speed lower that 15mph). I asked the reason and he gave me two different explanations.
1.You should stop before the white line, but you did not stop before the white line.
(After I talked with policeman and argued,he gave me another reason)
2.You cannot stop at that time because the traffic light is GREEN. (The guy told policeman)

Today, I got accident report from police office, it shows that I stopped car under GREEN traffic light. The guy who hit me is a driver from a small construction services, he is LIAR and gave policeman a total false statement, and the policeman tried to protect this truck driver, I suspects the policeman has personal relational with the truck driver. I am very MAD.

特求教几个问题,希望得到帮助,拜谢老猫及各位朋友的恢复!
a. Could anybody tell me how to prove this truck driver is a LIAR?
b. Can I ask to access to Camera type of traffic light at that specific time spot from state transportation department? Whether is helps?
c. Do I need call the witness at the time when accident happened and how to call them?

Same time, I am trying to contact with an attorney to see whether they can help me.
