求助：如果前夫不遵守离婚协议

去年11月份刚刚签署的离婚协议，女儿由我抚养，现在我自己在加拿大，前夫在国内。协议规定男方每个月负担女儿的抚养费1500人民币，但从3月份起就以没钱为理由而只肯出500元了。这种情况我该在哪里找律师？律师费应该由谁出？谢谢！
