请教：电力公司发现多收了近万度的电费，偷偷把电表换了，我该怎么办？

我家去年11月底买了个新的townhouse, 住进去后发现大部分时间每月的电费都超过$150，在休斯敦, 冬天用煤气取暖，春天到现在也没怎么用空调，不应该这么多。仔细对照了电费账单和电表，发现账单上的瓦数比实际多了将近一万瓦。
打电话到centerpoint （在休斯敦Centerpoint负责读表），从二月开始到现在，complain了几次，每次都说派人来读表，可每次都没有下文了。直到5月16日终于来读了表，得到了实际瓦数，却说相差太大，不相信实际读数。

一些数据：
新townhouse, 2200 square feet
电费账单起始读数 （2006. 11月）9300 kwhr
电费账单现在读数 （2007. 5月）12499

电表实际读数 ：（may 16, 2007）2555

今天早上向电力公司complain以后，电力公司发现多收了近万度的电费，竟然偷偷把电表换了。
我们后院的门是锁的，他们没有通知我们，竟然自己进来换了一个老式的旧电表

请教，这种情况，该怎么办？如何保护自己的利益？
