收到讨债公司的信，怎莫回事？

今天收到一个叫CMI - credit management IP的公司的信，（公司网址：www.
cmipayonline.com). 说我欠了25元钱。我左思右想都想不出我曾经欠过这个钱。 而且也不可能欠这个钱。

信里说，
unless you notify this office within 30 days after receiving this notice
that you dispute the validity of this debt or any portion thereot, this
office will assume the debt is valid.

你们看我是不是碰到骗子啊？好像以前看到过有人收到过类似的信。我是不是不用理他，但是奇怪的是为啥这个公司知道我的地址和名字呢？
