Federal Tax and CA Tax regarding to TIN

We need the TIN this year to get tax benefit because my mama stays here for more than 183 days last year. We mailed our Federal Tax together with the TIN application forms. But we haven't receive any TIN number so far from Federal even though they already took the money (we own $1700 this year for Federal tax return) from my bank.

This year we can get $500 from CA tax return. We haven't mail our CA tax form as we are waiting for the TIN number.

Should we continue to wait or just mail our CA tax form?
