基本上您沒有辦法在美國對加拿大使館提出民事訴訟，因為該使館工作人員受到"外交豁免權"的保護，所以美國法院無管轄權，然而您或許可以到加國法院對該國外教領務人員提出訴訟，但是很顯然的您所需要付出的訴訟費用可能遠比您能夠得到的多 (您只能就單一事件提出訴訟，您到加拿大提出訴訟的開支可能不能併案處理)，基本上老貓會建議您接受加國領事館的offer，重新補辦中國護照，同時正好您也利用機會可以到芝加哥玩一趟，一舉兩得。
