emergency, to 单身老猫 求助在公寓总被吵醒

我现在住一个one bedroom apartment,楼上两个月前搬进来三个黑人，我们的lease 是 不允许三个人住one bedroom apartment， 我们晚上和 early morning 总是被他们的脚步声和搬东西声吵醒，有时晚上甚至每个小时都被吵醒，他们的schedule 很奇怪。我们知道从lease 上我们有quiet enjoyment in quiet hours, 我也 google 了很多相关信息。我给rental office 打电话 并书面寄信 给main office，rental office 讲 只有一个guy is supposed to live here. rental office 打电话给楼上的tenant 要求他们铺地毯,他撒谎说他的亲戚暂住，they will move out on this weekend.，他现在没有钱，2-3个月才能铺地毯 。但事实是 这 两个lady 都在附近工作，其中一个是他的wife.他们绝对不会搬走。我再次打电话给main office, 结果是他们认为我们以前complain 过， the lady said," people can't fly, people has to work.Call rental office."事实是半年前一对夫妇住， 每天凌晨5：00 起床，然后在房间至少走1 hour or 2 hours， rental office 让他们铺地毯， 两个月之内 they didn't put the carpet and then moved out to the first floor.我再次打电话给rental office,这次 她的态度大变， 非常rude,说:"I can't do anything to help you, I am leaving within 2 weeks, differnt people told me diffenrent story."
