I agree with you that civil lawsuit is pretty hard. 樓主 probably should not do it, unless she has lots of time and money.

All I am arguing is, when law permitted, 樓主 should let as many people know about this incident as possible. I am not against you, 老貓. I don't think this will "致他人於死地". She can work on other jobs. Apparently, she does not have a kind heart for those babies. Actually, this probably will save her from huge trouble if, Gob forbidden, anything happened to any baby she is taking care of.
