请教STP,老猫及各为朋友: Which I-20 should use for applying visa?

My niece is a high school graduate student in China. Now she received two I-20 forms.

One is from an ELS program in a NY state college. She also gets with a conditional acceptance letter from Undergraduate program. (She should finish a 2-month ELS course and pass TOEFL test to get a new I-20 from Undergraduate school)

The other I-20 is for undergraduate program in a New Hampshire University (ELS and TOEFL test also required as conditional acceptance)

NY state college is better then the New Hampshire University. But we worry about if she can get Visa with an I-20 form from the ELS program.

Which I-20 should she use for applying VISA: the one from NY ELS or the one from New Hampshire?
