1. The court will issue a warrant. Since it is so small, it will only exist in the state local database and not in the national database. If he is arrested again in the same state, then he will be in trouble. If he is arrested in another state, they will not see his record and he has no problem to come back again, since INS will not have his data.
2. Has nothing with you and your wife.
