A friend was raped and need help

About 14 years ago there was a poor Chinese girl went to a small town in American to study after she just got married. At the same time there was another Chinese guy about 10 years older than also studied in the same school. This guy is very bad, and he had another woman beside his wife in China. They were the only two people from China in that school at that time. One time he invited the poor Chinese girl for dinner in his apartment and raped her. She were scared and felt shamed and worried she might be kicked out of the school, so she just kept quite. Several months later the guy raped her once again, and she kept quite again for the same reason. Then his wife and daughter come to America and he stopped to bother poor girl, then the poor girl’s hu*****and came to the America.
Several years ago, they all moved to different city and the guy found the girl’s phone # and talked her to meet him again in a hotel in another city. That time he tried to rape her again by put some drug in the drink. She had slept in her car for more than one hour on the way back home. And she was just pregnant by her hu*****and and it seemed the baby was affected some by the drug he put in her drink.

She tried to keep all the secrets for the rest of her life. The longer she kept the secret the more she felt sorry for her hu*****and, family and herself. So she told her hu*****and and the hu*****and forgives her and thinks if nobody stops this guy, he will hurt other poor Chinese women whenever he has a chance and he should be punished for what she had done. So what can they do to have this guy punished? Is it too late to take legal action against him?
