When you fill the tax return,fillin your own SSN in the place for your parents' to make it pass the software validate, when you print the PDF file, erase it and note on the side that you are applying ITIN.

Meanwhile, mail the ITIN application together the federal tax return. For state return, you just mention to them that you have filled in W7

It works for me last year. Good luck!
