I just called Washington Mutual, enev though Washington Mutual does not charge money, the receiving Bank changes money. The default bank Washington Mutual uses is: HSBC (HongKong-Shanghai Bank Corporation), which will charge $15 on that end.

Maybe we better use Western Union.
