Sue or not sue

13 天前我们租的公寓被水淹了，水从四楼房顶的vent漏到我们的一楼，我们的厨房，连接所有房间的hallway都被淹了，虽然没有财物损失，但给我们的生活带来不便，孩子的脚也被墙角拆地毯时未及清除的钉子刮伤。我们要求只付全修理好后的租金，but property manager only gave us 8 days rental discount,这还是交涉两次的结果. 修理及清洁拖拖拉拉还没完成！！！就这样算了吗还是sue them…
如果sue them，where to start?
我们在这住满两年啦，下个月想搬了，如果sue them，他们会不会找借口乱扣钱？？？
