What you can do is to sue the person

who wrote you a bad check. The judge will certainly award you with the amount on the check plus the financial charge it incurred.

Whether you can get the money back or not, however, is another matter. For example, you could win the judgement but the person is poor and have no money to pay you back. Or the person moved and you couldn't find him/her.
