关于领养在中国的孩子

不知道是不是应该在这里问的。我们想领养在中国的老公姐姐的女儿（就是老公的亲侄女），但是有点不知道从何下手。有人知道非美国公民要办这种领养手续是怎么样的吗？可能吗？谢谢先！
