他可以对美国军方说不吗?

老婆弟弟(持绿卡)在美当兵一年.现在接到命令要去依拉克,他可以不去吗?有什么后果?如果放弃绿卡回中国以后是不是再也不能来美国了?总之很着急的事,大家出点主意吧,岳父一家都急死了!!!
