You can send your 国内作的亲子关系公证 again as your birth certificate. For your both parents, You need to get 出生公证 (origianls with English translation) for both of them at 国内, just like your 亲子关系公证. If you think a little deeper, you would realize that such documents are required for all immigrants without exception for old parents. After your parents get nationalized, they can hypothetically sponsor others to immigrate too. INS needs these information in case that your parents become sponsors. Remember INS will not bend the rules for you and you just follow their instructions if you want to get things done.
