If he moves you staff without permit, you can call police. In NY anyone live in the place for more than one month will be legally live there.

You don't need to do anything, just keep your things there. Be sure you have bills to prove you live there. The 二房东David was worst than you. If he touch your things the second time, you could get the police protection and through him into jail.

The only way 二房东 can through the tenant out is to ask the landlord go to court, not even himself. If he go, he loss for sure.
