Sorry My English is bad.
When you are in a car accident without your fault, even you have full coverage, the person hit you (in fault) are responsible to pay your loss. Only when the person does not have insurance and can not pay, your own insurance will pay. Next year, your insurance cost may be higher. Even in that situation, your insurance will chase the person who had fault. Read your auto insurance policy. You can find that stated; when the insurance paid your lost, the insurance company will take your right to ask the party with fault to payback the loss.
Usually the landlord insurance will pay if no fault found or you claim bankrupcy. Just think above example, if you are in the position, do you tell insurance company that there are no fault party found and prepare more insurance cost next year or ask you, based on contract he can, to pay the loss.
In such case, your own insurance should cover the loss. That is why every one should buy liability insurance policy.
If you have no money, doesnot matter. You are not in risk of going to jail.
